y2="14"></line></svg></button></div></div></div></a></figure></div><p>The Federal Republic of Somalia is standing on the edge of a self-inflicted crisis.</p><p>Over the past few weeks, we have watched the rapid acceleration of a dangerous political centralisation. Between unilateral decrees, controversial mandate extensions, and the attempt to weaponise federal ministries to assume direct control over regional administrations, the message from the centre is clear. They are attempting to dismantle the federal architecture of our state.</p><p>Let us call this what it is: This isn&#8217;t statecraft. It is an administrative coup.</p><p>A capital cannot govern a republic by decree. When the centre attempts to consolidate power by forcefully overriding the autonomy of the Federal Member States, it doesn&#8217;t project strength - it projects institutional desperation. The current standoff between Mogadishu and the regions is not just another temporary political disagreement. It is a fundamental failure of our transitional model. We are trying to build a nation while the architects simultaneously demolish the load-bearing pillars.</p><p>To pull the Somali Republic back from the brink of fragmentation, we have to abandon the illusion that a dominant centre can force the periphery into submission. We must enact the fifth pillar of the Third Way: <strong>The Federal Covenant.</strong></p><blockquote><p>We must build an unbreakable jurisdictional firewall between the federal government and the regions. It is time to transform Villa Somalia from an occupying force into a constitutional arbitrator.</p></blockquote><p><strong>The Illusion of the Centre</strong></p><p>The core fallacy driving today&#8217;s political crisis is the belief that the Federal Member States are somehow subordinate branches of a Mogadishu-based corporation. They are not. They are the autonomous, inviolable pillars of our union.</p><p>When a federal ministry issues a memo attempting to annex the local security or administrative apparatus of a Member State, it violates the core premise of our national coexistence. The centre is using the pretext of regional political transitions to execute a backdoor centralisation of power.</p><p>This approach is mathematically and historically doomed to fail. We cannot demand national unity while simultaneously engaging in constitutional vandalism. Diverting national defence aid to manage internal political disputes, blocking airspace, and alienating our regional presidents will inevitably ignite localised conflict - at the exact moment we are tasked with managing the fragile security transition.</p><p>You simply cannot secure a nation when the centre is actively at war with its own periphery.</p><p><strong>The Organic Union</strong></p><p>To understand how to fix the Republic, we have to remember how it was actually built.</p><p>The true history of Somali statehood isn&#8217;t a story of top-down domination. When the Somali Youth League (SYL) fought for our independence, that movement was organically financed and sustained by the leaders, elders, and merchants of the deep interior. From the bustling trading hubs of Bakool to the coastal ports, true Somali nationalism was built on a foundation of voluntary consensus and shared investment.</p><p>The elders of the interior didn&#8217;t pledge their resources to a central authority just so their descendants could be ruled by unilateral decrees. They pledged their resources to build a mutual defence pact and a shared sovereign identity.</p><p>We must modernise this legacy. The unwritten rules of <em>Xeer</em>&#8212;consensus, mutual defence, localised conflict resolution, and absolute respect for boundaries - are not outdated traditions. They are the most advanced, battle-tested federalist principles we possess. A modern, functional Somali state must codify these principles into a permanent legal framework. We have to honour the historical weight of the regions by ensuring their absolute autonomy within the union.</p><p><strong>The Jurisdictional Firewall</strong></p><p>To end this exhausting cycle of manufactured gridlock and reactionary politics, the Third Way proposes the immediate establishment of a &#8220;Jurisdictional Firewall.&#8221; This will legally bind the centre and permanently protect the sovereign periphery through three distinct mechanisms:</p><p>First, <strong>Absolute Administrative Immunity.</strong> The era of federal ministries meddling in regional elections and district-level administration has to end. The federal government should have zero constitutional authority to intervene in the selection, tenure, or dismissal of regional and district-level officials. State borders and local governance structures must be inviolable.</p><p>Second, <strong>Security Subsidiarity.</strong> Security cannot be hoarded by the centre to be used as a political cudgel. All national defence aid and federal security resources must be distributed through a transparent, formalised National Security Council composed of equal representation from the Federal Member States. The federal military apparatus is the shield of the Republic; it must be explicitly barred from operating within a Member State without the consensus and coordination of that state&#8217;s leadership. These principles formed the core tenets adopted under the National Security Architecture in 2016.</p><p>Third, <strong>Economic Decentralisation.</strong> As I outlined in Doctrine III, a sovereign periphery requires economic independence. The federal government must transition from acting as a gatekeeper of international aid to a facilitator of regional trade corridors. Federal taxation authority should be strictly limited, ensuring the wealth generated within the Member States stays there to fund local infrastructure, education, and security.</p><p><strong>The Guarantee</strong></p><p>This doctrine is a guarantee to every stakeholder in the Somali Republic.</p><p>To the international diplomatic corps and our geopolitical partners: The Third Way offers institutional predictability. A federal government that respects its own constitution is a government that can secure its borders, protect maritime investments, and effectively partner in the eradication of extremism.</p><p>To the Presidents of the Federal Member States: The Third Way guarantees non-interference. We recognise that the survival of Puntland, the security of Jubaland, the autonomy of South West State, and the stability of Galmudug and Hirshabelle are the absolute prerequisites for a functioning Mogadishu - not the other way around.</p><p>And to the elders, the <em>Nabadoons</em>, and the representatives who hold the fate of this nation in their hands: The current trajectory of unconstitutional mandate extensions and centralised overreach threatens the resources, the representation, and the safety of your constituencies. You cannot protect your regions by aligning with factions that view federalism as an inconvenience.</p><p>The &#8220;Third Way&#8221; is not merely an electoral alternative; it is a structural rescue mission.</p><p>We must choose between the endless, exhausting cycle of political conflict engineered by a centralised elite, or the stability of a true Federal Covenant. It is time to restore the architecture of the state. It is time to respect the boundaries of the inviolable periphery.</p><p>The blueprint is written. constitutional pact that binds its regions together.</p><p>Today, the Somali Republic faces an existential legal and political crisis. With multiple Federal Member States - including Puntland, Jubaland, and now the South West State - severing operational ties with Villa Somalia, the centre is no longer governing a unified nation. It is governing an illusion.</p><p>This fracture is not the result of regional stubbornness; it is the direct consequence of an executive branch that treats the Provisional Constitution not as a sacred anchor, but as an obstacle to be bypassed for political survival.</p><p><strong>The Weaponisation of the Constitution</strong></p><p>A constitution is meant to protect the state from the ambitions of men. Instead, we are witnessing the weaponisation of our foundational laws.</p><p>When the executive branch forces through unilateral mandate extensions, alters federal resource-sharing agreements without regional consensus, and utilises federal security apparatuses to destabilise regional administrations, it is committing institutional vandalism. True statecraft requires building consensus through the bicameral legislature and the National Consultative Council (NCC). Turning these institutions into mere rubber stamps for the presidency destroys the trust required to maintain the federal republic.</p><blockquote><p>You cannot demand loyalty to a centre that refuses to be bound by the rule of law.</p></blockquote><p><strong>The Illusion of a Centralised Democracy</strong></p><p>The Federal Government currently projects a narrative to the international community that it is transitioning the country toward &#8220;one person, one vote&#8221; elections. We must be exceptionally clear: pushing for centralised elections while simultaneously actively destabilising the regional security architectures is a smokescreen for power consolidation.</p><p>Democracy is not merely the act of casting a ballot; it requires physical security, institutional independence, and regional consensus. Attempting to force a centralised electoral model onto regions that the federal government is currently blockading or alienating is a recipe for catastrophic national fragmentation. No electoral model can be legitimate unless it is unanimously agreed upon by the centre and the regions.</p></li><li><p><strong>Security-First Elections:</strong> We must acknowledge that regional states like the South West and Jubaland are the frontline shields of the nation. The electoral roadmap must be tied to localised security milestones, empowering regional forces to secure their own elections rather than relying on federal proxies or foreign interventions.</p></li></ol><p>The era of ruling Somalia by decree and division has failed. We do not need manufactured constitutional crises; we need an unbreakable legal anchor. Serious Foreign Direct Investment (FDI) does not flow into a country where the constitutional framework changes unilaterally over a weekend.</p><p>When the executive branch forces through deeply contested constitutional amendments - alienating key Federal Member States and triggering lawsuits in the East African Court of Justice - it sends a devastating signal to the global market. Furthermore, when federal resource-sharing agreements are routinely ignored or rewritten without regional consensus, it proves to the world that our internal frameworks are treated as temporary political tools rather than permanent legal anchors.</p><p>International investors, regional trade partners, and sovereign wealth funds do not sign billion-dollar infrastructure or resource extraction contracts in a legally fractured environment. By centralising power and ruling by decree, Mogadishu is actively repelling the very capital needed to rebuild the state. We are trading long-term economic sovereignty for short-term political dominance.</p><p><strong>The Diaspora Dividend vs. The Donor Trap</strong></p><p>The true economic engine of the Somali Republic is not the donor class in Halane; it is the global diaspora. Year after year, billions of dollars are remitted back home.</p><p>However, under the current centralised model, this capital is trapped in a cycle of survival. The diaspora is forced to act as a private welfare system, subsidising the state&#8217;s failure to provide basic human security, healthcare, and famine relief. This is the &#8220;Donor Trap.&#8221; The government relies on foreign aid to fund its administration, while relying on the diaspora to keep its citizens alive.</p><blockquote><p>We must transition the diaspora from paying for survival to investing in architecture. </p></blockquote><p>But this requires a government that offers secure investment corridors, legal protections, and decentralised economic zones where capital is immune to the political gridlock of the capital city.</p><p><strong>The &#8216;Third Way&#8217; Economic Blueprint</strong></p><p>True federalism is not just drawing political lines on a map; it is granting deep financial autonomy to the regions.</p><p>To break the cycle of aid dependency, we must execute a &#8220;Third Way&#8221; economic doctrine. This requires immediately shifting our focus to the untapped agricultural and trade potential of the interior. The South West and Jubaland must be structurally empowered not just as a security shield, but as the indispensable economic engines of the Horn of Africa.</p><p>When regional states have the legal authority and structural support to manage their own resources, attract their own localised FDI, and secure their own trade corridors, the entire Republic profits. A decentralised economy prevents a single political crisis in Mogadishu from paralysing the entire nation.</p><p>We must stop treating our country like a rental property dependent on foreign landlords. The era of the centralised, aid-dependent state has failed. Holding territory requires a functional state apparatus, and right now, the centre is fundamentally broken. We are celebrating the clearing of hideouts in the South while the constitutional framework of the entire nation is being actively dismantled.</p><p>On March 8th, the President assented to deeply contested constitutional amendments, unilaterally altering power-sharing arrangements and extending the mandates of the executive and parliament from four to five years. The backlash was immediate and historic. Just yesterday, a Somali Member of Parliament was forced to sue our own Federal Government in the East African Court of Justice (EACJ) to block this illegal extension.</p><p>When a central government alienates its own Federal Member States and forces its own lawmakers to seek justice in foreign courts, it creates a catastrophic domestic vacuum.</p><p><strong>The Proxy Trap and the Erosion of Sovereignty</strong></p><p>In its desperation to secure its political survival, Villa Somalia is projecting a profound weakness that is eroding our sovereignty on the global stage.</p><p>We are currently watching the AUSSOM transition mutate from a Somali-led security handover into a staging ground for the bitter geopolitical rivalry between Egypt and Ethiopia. Inviting external powers to use Somalia as a chessboard to deter internal political rivals is a fatal miscalculation. Foreign forces will not secure the deep interior of Somalia; they will simply turn our homeland into a theatre for their own historical grievances.</p><p>This projection of internal weakness has severe external consequences. The international community no longer respects the passport or the posture of the Republic. Just recently, we witnessed the U.S. Department of Homeland Security attempt to terminate Temporary Protected Status (TPS) for Somalis, while politicians in Washington brazenly introduced the discriminatory &#8220;Stop Fraud by SOMALIA Act.&#8221;</p><p>A sovereign, integrated nation commands respect; a fractured, gridlocked nation invites international contempt and proxy manipulation.</p><p><strong>The Illusion of the Centralised Military</strong></p><p>We cannot secure a federal republic with a centralised military doctrine if the centre is at war with the regions.</p><p>The current administration treats the national security apparatus as a political asset. While the executive branch is entirely consumed with defending its illegal term extensions and appeasing foreign military partners, the interior is collapsing.</p><p>This week, the UN and the Somali government&#8217;s own disaster management agency released a horrifying IPC report: 6.5 million Somalis are now facing crisis levels of hunger, with 1.8 million children at risk of acute malnutrition. The tragic, climate-driven loss of lives over the last few days is a stark reminder of the true cost of gridlock. A government that spends all its political capital fighting its own regions has nothing left to defend its borders or feed its people.</p><p><strong>The &#8216;Third Way&#8217;: The Regional Shield</strong></p><p>Security in Somalia is a geographic equation, and the math of the old system has failed. The solution is not more foreign deterrence; the solution is true federal integration.</p><blockquote><p>To permanently secure our borders and our supply routes, we must pivot to a &#8220;Third Way&#8221; security doctrine. This requires shifting our centre of gravity away from the Mogadishu-centric model and recognising the South West State as the indispensable, geographic anchor of our national defence.</p></blockquote><p>When the South West is structurally empowered and economically integrated, it ceases to be a buffer zone and becomes the impenetrable bridge connecting the Northern trade routes with the Southern theatres of operation. By synchronising the battle-hardened Darawish forces of Puntland and Jubaland with the strategic depth of the South West, we create an interlocking &#8220;Regional Shield.&#8221;</p><p>This is the only mathematically sound path to a post-AUSSOM Somalia. A unified security architecture, built on the consensus of the Federal Member States, does not require foreign appeasement. It relies on the inherent strength of a united Republic.</p><p>The era of leasing our sovereignty to survive domestic political crises must end. controversial constitutional amendment on March 4th to force through a unilateral mandate extension, the corridors of Villa Somalia celebrated it as a tactical victory. They believe they have bought themselves time. In the cold light of statecraft, however, what they have actually engineered is a strategic catastrophe.</p><p>You cannot govern a bifurcated nation by decree. By alienating the Federal Member States and tearing at the legal frameworks that bind our fragile federal system together, the centre has entirely isolated itself. We haven&#8217;t secured a year of governance; we&#8217;ve merely guaranteed a year of exhausting political attrition.</p><p>But the domestic constitutional crisis is just the symptom. The true danger lies in how this internal rupture leaves Somalia exposed on the geopolitical chessboard of the Horn of Africa.</p><p>A government that spends all its political capital fighting its own regions has nothing left to defend its borders. We are seeing this play out in real-time. By recklessly alienating our traditional international security partners, a dangerous vacuum has opened up. In a desperate bid to project strength, the current administration has allowed the AUSSOM transition to become a staging ground for external proxy conflicts. The escalating tensions between Egypt and Ethiopia are now being imported directly onto Somali soil.</p><p>This is the ultimate betrayal of sovereignty. Treating foreign militaries not as partners in the fight against extremism, but as leverage against domestic political rivals, is a recipe for state collapse.</p><p>For two decades, our politics has been trapped in a predictable, exhausting pendulum swing. Power shifts back and forth in a localised gridlock between the entrenched elites of the South and the traditional power brokers of the North. This binary system has simply reached its mathematical and political limit. The incumbent&#8217;s illegal extension isn&#8217;t a show of strength; it&#8217;s the dying gasp of this old framework trying desperately to hold onto power.</p><p>We don&#8217;t need to abandon our traditional power bases, but we absolutely must expand them to reflect the true geography of the Republic. The math of the old system no longer works.</p><p>If we look closely at the true centre of gravity in Somalia - the bridge that connects the North to the South, and the key to unlocking a functional, integrated national consensus - it has always been the South West.</p><p>When the founders of the Somali Youth League (SYL) envisioned an independent Republic, they didn&#8217;t base it on regional isolationism. They built a nationwide coalition that drew immense, foundational strength from the Digil and Mirifle regions. I know this history intimately because it is the history of my own family in Hudur. The water of Bakool runs deep in the roots of Somali independence.</p><p>To break the current deadlock, we need a &#8220;Third Way.&#8221; This requires an expanded national coalition that recognises the South West for what it truly is: the indispensable anchor of the Republic. By centring this historic, geographic, and political bridge, we can unite our traditional power bases into a single, functional state capable of actual governance.</p><blockquote><p>Let me be unequivocal: we do not, and will not, accept a single day of this illegal extension. The incumbent&#8217;s attempt to artificially stretch their mandate is not a political reality we will simply wait out; it is a constitutional breach that must be actively dismantled.</p></blockquote><p>By forcing this decree, the administration has not secured power - they have secured their own total political isolation.</p><p>However, our resistance will not look like the failures of the past. We will not burn our capital in armed rebellion, nor will we exhaust our energy in aimless online conflicts. Instead, we are building a unified, constitutional vanguard.</p><p>We are using this immediate crisis to aggressively organise the architecture of the next Republic and strip this illegal mandate of its political oxygen. We will force a resolution by forging an expanded, undeniable national consensus that the isolated centre cannot ignore. Somalia requires a leadership that understands true power comes from the legal consent of the regions, that our foreign policy must ruthlessly prioritise &#8220;Somalia First,&#8221; and that our economy will never grow while the federal government is at war with its own member states.</p><p>The March 4th rupture tore the old map apart.
